XCSI Outlook 2003 will not launch with the Outlook to Lotus Notes Connector

SYMPTOMS

Outlook would not start with the Outlook to Lotus Notes Connector.

Error Message:
It would display the lotus server and user.id information and then display a error pop up box:

Unable to open your default e-mail folders. The server is not available. Contact your system administrator if this condition persists.


Environment:
Outlook 2003, OTON, Windows XP
The issue surfaced when Outlook to Lotus Notes Connector was removed from 15 or more workstations and then reinstalled

CAUSE

SP2 and hotfixes (including KB892843) for Office appear to be incompatible with new installation or reinstall of the Connector

RESOLUTION

remove Office, remove the Connector
Reinstall Office, create a new profile, reinstall the Connector and configure to connect to Notes.
Install SP2 and any updates after verifying connectivity.

The key factor seemed to be to install and configure the OTON connector prior to applying SP2 and Post SP2 updates for Outlook.
