SYMPTOMS
You use the Netsh.exe command-line utility in Microsoft Windows Server 2003 to configure an IPsec S2S connection. However, when an error occurs, the Netsh.exe utility incorrectly reports an error level of 0.
For example, if you run the Netsh.exe utility when there is an invalid IPsec S2S configuration, the command fails, and the output indicates that an error occurred. However, the Netsh.exe utility returns an error level of 0.
Note An error level of 0 indicates that no error has occurred.
