SUMMARY

On April 2, 2006, Indiana will start to observe daylight saving time. Most counties will use the Eastern time zone. However, some counties will use the Central time zone.

Indiana residents should follow the instructions in this article to change the time zone setting in Windows as appropriate. The time zone setting for Windows will change from "Indiana (East)" to either "Eastern Time (US & Canada)" or “Central Time (US & Canada)." The “Indiana (East)” time zone setting will become obsolete and should not be used in the future. Indiana residents should see local sources of information to find the correct time zone for their area.

This article describes the Indiana time-zone change, and describes how to incorporate the change into the time zone setting in Microsoft Outlook.


INTRODUCTION

On April 2, 2006, Indiana will start to observe daylight saving time. Indiana residents who are in the Eastern time zone will set their clocks forward by one hour on that date, and will start to use Eastern daylight time. Indiana residents who are in the Central time zone will not change their clocks on that date, and will start to use Central daylight time.

All versions of Outlook and Microsoft Outlook Web Access use the Windows time zone setting. Therefore, when the time zones in Indiana change to Central time or to Eastern time, some meetings may incorrectly shift by one hour on your calendar.

Microsoft evaluated many options to address this change. Because some counties are adopting Eastern Time and other counties are adopting Central Time, it is impossible to create an automated solution that will provide a unified fix for everyone. Because many meetings currently occur across time zones, any automatic solution that Microsoft might provide would still require a manual adjustment of some meeting times to resolve Free/Busy conflicts and Resource conflicts.

Because of the nature of meetings and calendars, any approach that is applied to this scenario could still leave a calendar in a state in which some meetings must be manually adjusted.

There is currently no centralized process for administrators to configure these changes across an organization. Some best practices for handling daylight saving time changes are as follows:

  • Before you implement any change to allow for daylight saving time, print your schedule or reference in case you must manually update appointments
  • If a meeting has multiple attendees, only the meeting organizer should update the time and send the update to the other attendees

Time zone changes

If you change to the Eastern time zone

If you change from “Indiana (East)” time to “Eastern Time,” appointments that occur during daylight saving time that were created before you changed the Windows time zone setting will shift to one hour later. For example, an appointment will shift from 8:00 a.m. to 9:00 a.m.

Note In 2006, daylight saving time is in effect from April 2 through October 29.

We recommend that you change to Eastern Time as soon as possible and before April 2, 2006. When you do this, fewer meetings will have to be adjusted. The change to Eastern Time will not affect your actual clock time in any way.

To minimize meeting adjustments, do not create future appointments that occur during daylight saving time until after the Windows time zone setting has been updated. Nevertheless, even when you follow these instructions, some already-created recurring appointments may be affected.

Because only some appointments will be incorrectly shifted, you can manually modify each shifted appointment after the Windows time zone setting is updated to use the new time zone. If you change to the Central time zone

If you change from “Indiana (East)” time to “Central Time,” appointments that occur during non-daylight saving time(also known as standard time) that were created before you changed the Windows time zone setting will shift to one hour earlier. For example, an appointment will shift from 8:00 a.m. to 7:00 a.m.

Note Standard time is in effect from October 30, 2006 through March 10, 2007.

We recommend that you change to Central Time on April 2, 2006. Although you can change to Central Time and then manually adjust the system clock, newly created meetings may appear at incorrect times for some attendees.

To minimize meeting adjustments, do not create future appointments that occur during daylight saving time until after the Windows time zone setting has been updated. Nevertheless, even when you follow these instructions, some already-created recurring appointments may be affected.

How to change Outlook Web Access

To change Outlook Web Access appointments that incorrectly shift by one hour, use one of the following methods.

Method 1: Use Outlook to change Outlook Web Access



If you have Outlook, you can make the needed changes there through the instructions in this article. The changes will be reflected in Outlook Web Access as soon as Outlook synchronizes with the Microsoft Exchange Server server.

Method 2: Use the Options page in Outlook Web Access



Open the Options page in Outlook Web Access. Change the time zone to the appropriate setting. Then reschedule or re-create any recurring meetings that shifted.

How to make changes for mobile solutions devices

Mobile solutions devices that synchronize with Outlook, with Outlook Web Access, or with a Windows application will reflect the operating system time zones. No additional changes should be required to keep appointments and meetings from shifting as soon as the clients are updated.

If the devices do not synchronize to a desktop or to Exchange, you must manually adjust your meetings on the devices when you switch from "Indiana (East)" time to Eastern Time or to Central Time.

Note Because most devices are designed to synchronize with calendar applications, this scenario will be rare.
