SYMPTOMS

In Microsoft Windows Server 2003 with Service Pack 1 (SP1), when you try to use the Rendom.exe utility to change the NetBIOS name of a domain, you receive the following error message:

rendom /execute : error 13
Waiting for DCs to reply.
Waiting for DCs to reply.
Failed to execute script on dcname.domainname : 13
1 server contacted, 1 server returned Errors

This problem occurs if the domain DNS name is a single-label name. A single-label name is a DNS name that does not include a suffix such as .com, .net or .org.

CAUSE

This problem occurs because the Active Directory directory service tries to create an empty root object. This behavior is disallowed in Windows Server 2003 with Service Pack 1.
