SYMPTOMS

Microsoft Message Queuing does not start on a Microsoft Windows Server 2003 Service Pack 1 (SP1)-based computer. In this case, you may receive an error message that resembles the following:

The service did not respond to the start or control request in a timely fashion.

Additionally, when you use the Ipconfig.exe utility, the following error code is returned:

0xc0000142

This error code indicates that initialization of a DLL has failed.

CAUSE

This problem occurs if the Time Machine program from Solutions-Soft is installed on the computer. The problem is caused by a DLL (3stm.dll) that is included with the Time Machine program.
