Windows Live OneCare Firewall does not start

SYMPTOMS

If the firewall service does not start correctly, you may be prompted to enable the firewall, or you may find that you cannot access or modify any firewall settings. You may also receive a message that states that the firewall service could not start or that the firewall settings could not be changed at this time.

CAUSE

This problem may occur if the firewall is not enabled or if it is installed incorrectly.

RESOLUTION

To troubleshoot this issue, follow these steps:

  1. Make sure that the Windows Live OneCare Firewall is set to automatically start. To do this, follow these steps:
    1. In Windows XP, click Start, click Run, type Services.msc, and then click OK.

      In Windows Vista, click Start[GRAPHIC: the Start button], type Services.msc in the Start Search box, and then press ENTER.

      Note[GRAPHIC: User Access Control permission] If you are prompted for an administrator password or for confirmation when you try to perform an action in Windows Vista, type the password, or click Continue.

    2. In the list of services, right-click OneCare Firewall, and then click Properties.
    3. Next to Startup type, click to select Automatic in the drop down box.
    4. Next to Service status, make sure that Started appears. If Started does not appear, click Start.
    5. Click OK, and then close the Services window.
  2. If you continue to experience this issue, uninstall and then reinstall OneCare. To do this, follow these steps:
    1. In Windows XP, click Start, click Run, type Appwiz.cpl, and then click OK.

      In Windows Vista, click Start[GRAPHIC: the Start button], type Appwiz.cpl in the Start Search box, and then click Appwiz.cpl in the Programs list.
    2. In the list of installed programs, uninstall Windows Live OneCare, and then restart the computer.
  3. Optional step: Run the Windows Live OneCare Cleanup tool. To do this, follow these steps:
    1. Download the OneCare Clean-up tool. To do this, visit the Microsoft Download Center Web site:
    2. Click Save, select the location where you want to save the file, and then click Save.
    3. In Windows XP, locate the file that you saved in step 3b.

      In Windows Vista, locate the file that you saved in step 3b, right-click the file, and then click Run as administrator.
    4. Click Run, and then click Continue.
    5. Click I accept the terms of the End User Licensing Agreement, and then click Continue.
    6. Click Clean.
    7. After the Windows Live OneCare Cleanup tool finishes, click Restart Now.
