MORE INFORMATION
Windows Server 2003 obtains data from disks early in the operating system startup process. This operation may quickly generate many disk I/O requests, depending on what data was loaded from disk during the previous startup process. However, the storage management driver for dynamic disks cannot handle many I/O requests in a short time.
