SYMPTOMS
When you submit many ad-hoc queries from a front-end application without using defined parameters in Microsoft SQL Server 2000, a decrease in ad-hoc query processing performance may occur. In some cases, you may also see an example of the following error message in the error log:
Note This problem occurs more frequently on computers that are running Microsoft SQL Server 2000 64-bit than on computers that are running Microsoft SQL Server 2000 32-bit. This is true because a larger buffer pool size is available in the 64-bit architecture.
For a list of previous hotfixes, see the "Microsoft SQL Server 2000 post-Service Pack 3 or Microsoft SQL Server 2000 post-Service Pack 3a hotfixes" section of the following Microsoft Knowledge Base article:

CAUSE
This problem may occur because most of the memory in the SQL Server buffer pool is being used by the procedure cache. This behavior leaves almost no memory for caching data pages. Therefore, a decrease in performance occurs because queries must wait to obtain memory for newly compiled plans. Additionally, the queries must wait for I/O to read and write results from memory to the hard disk. In some cases, if the procedure cache requests are large and have been made outside the buffer pool, the Lazywriter may run even less frequently. When the Lazywriter runs less frequently, it causes greater consumption of buffer pool memory and non-buffer pool memory by procedure plans.

STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in SQL Server 2000 Service Pack 4.

MORE INFORMATION
The dynamic memory management architecture in SQL Server lets data pages and the procedure cache share the same buffer pool. Typically, this design works correctly because the Lazywriter process naturally ages out buffers in the buffer pool that are rarely being reused. However, when a high rate of incoming ad-hoc queries occurs, the procedure cache may become very large relative to the data cache. On a 64-bit computer, this behavior may cause the decrease in performance that is described in the "Symptoms" section.
This hotfix introduces an upper bound on how much of the overall buffer pool the procedure cache can use. By default, the upper bound is turned on in SQL Server 2000 64-bit. Also, the upper bound is set to the minimum value of 4 GB or 50 percent of the memory that is visible to SQL Server. The amount of memory that is visible to SQL Server is adjusted based on the Max Server Memory configuration setting. You can turn off the upper bound in SQL Server 2000 64-bit by using trace flag 2881.
By default, the upper bound is turned off in SQL Server 2000 32-bit. You can turn on the upper bound in SQL Server 2000 32-bit by using trace flag 2880.
