SYMPTOMS

When you try to use the Logman.exe tool at a command prompt on a Microsoft Windows Server 2003-based computer, the tool may not start, and you may receive the following error message:

Cannot create a file when that file already exists.

CAUSE

This problem may occur when you run CPU-intensive programs and processes that generate stress on your system. In this scenario, you try to use the Logman.exe tool to perform an Event Tracing for Windows (ETW) trace session. The error message that is mentioned in the "Symptoms" section occurs when you perform an ETW trace session under conditions where your CPU is experiencing stress.

RESOLUTION
