SYMPTOMS
A Message Queuing 3.0 application cannot open a public queue that was recently created. This problem occurs if the user account and the computer account belong to the same domain, and there is more than one domain controller in the same site. You may receive any one of the following error messages:
Error message 1
Error message 2
Error message 3
CAUSE
A queue can be created and can be opened against different domain controllers. Therefore, if the queue has not yet been replicated to the other domain controllers, the application cannot open a recently-created public queue on a domain controller.
RESOLUTION

A supported hotfix is now available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. This hotfix does not solve all scenarios. For example, the error may occur if the domain controller where the queue is created becomes unreachable immediately after the queue is created. The new queue is not available until the domain controller is reachable or until replication to the other domain controllers occurs.
You must use a registry parameter to enable this hotfix:
Follow these steps, and then quit Registry Editor:
- Click Start, click Run, type regedit, and then click OK.
- Locate and then click the following key in the registry:
hklm\software\microsoft\msmq\parameters
- On the Edit menu, point to New, and then click DWORD Value.
- Type DomainBinding, and then press ENTER.
- On the Edit menu, click Modify.
- Type 0, and then click OK.
