SYMPTOMS

When you try to use the Telnet service on a Microsoft Windows 2000-based computer, the Telnet service may stop unexpectedly. When you view the system log in Event Viewer, you may see an event that is similar to the following:
Source : Service Control Manager
Type : Error
Event ID : 7031
Description : The Telnet service terminated unexpectedly. It has done this 1 time(s). The following corrective action will be taken in 0 milliseconds: No action.


CAUSE

This problem may occur if the reference count that is managed by the Telnet server software is not correct. The reference count may become incorrect when two or more Telnet clients try to connect and disconnect at the same time.
