SYMPTOMS
When you use a Microsoft Windows Server 2003-based Remote Installation Services (RIS) server or the Microsoft System Preparation tool (Sysprep) to deploy a Microsoft Windows XP Professional image to a computer, Windows XP may not process the security policies for the file system and for the registry on first start. If you restart the computer, Windows XP processes these policies as expected.
