SYMPTOMS
When you install SQL Server 2000 Service Pack 3a (SP3a) on a computer that is running Windows Millennium Edition, Windows File Protection in Windows Millennium Edition overwrites the Cliconfg.* files in SQL Server 2000 SP3a with earlier versions of these files.
CAUSE
This problem occurs because the Cliconfg.* files (Cliconfg.exe, Cliconfg.dll, and Cliconfg.rll) are installed in the SQL Server 2000 SP3a service pack, outside the context of Microsoft Data Access Components (MDAC), and after the other MDAC files are installed.
On computers that are running Windows Millennium Edition, Windows File Protection overwrites the files in SQL Server 2000 SP3a and changes them back to the original MDAC 2.7 SP1 versions.
After you install this hotfix, you can install the Cliconfg.* files on computers that are running Windows Millennium Edition. This hotfix puts these files in a special exception package that is respected by Windows File Protection.

Hotfix information
The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Note A silent install option is available. Use the following code to silently install this hotfix:
mdac_qfe.exe /c:”dahotfix.exe /q
This hotfix creates a log file, Dahotfix.log, in the Windir directory.
Note This hotfix is only available in English. This hotfix installs an English Cliconfg.rll file. This file changes the localized Client Configuration Screen in the DSN Wizard to English.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.This problem was first corrected in Microsoft SQL Server 2000 Service Pack 4.
