SYMPTOMS
You may find that FAX messages that are sent to FAX numbers that contain area codes that are lower than 300 (000-299) are not delivered correctly. If address spaces are defined to route FAX messages, the Microsoft Exchange Message Transfer Agent (MTA) may improperly interpret the FAX addresses that have area codes that are lower than 300 and then route the FAX messages inappropriately.
CAUSE
This problem occurs because of a logic error in the interpretation of the Gateway Address Routing Table (GWART). Area codes that are lower than 300 are interpreted as escaped ASCII characters instead of as area codes. Additionally, any specific routes that are defined for area codes that are lower than 300 may be written to the GWART improperly. For example, if a specific address space was defined for the area code 206, the entry may appear similar to the following entry in the GWART:
+1(040)206(041)*
This address space should actually appear in the GWART as:
+1(206)*
