SYMPTOMS

When you add a Domain Name System (DNS) record to an Active Directory integrated zone on a Microsoft Windows 2000-based computer that is configured as a DNS server, you may receive an error message that is similar to the following:

The host record HostName.DomainName.com cannot be created. Refused.

The DNS record is not added to the Active Directory integrated zone. If you add the DNS record again, and you use the same DNS record name as you used in the first attempt, the DNS record is added as you expect.

CAUSE

This problem occurs if you are not assigned the "Manage auditing and security log" user right in Group Policy on the DNS server. In this situation, the security descriptor of the DNS record is not updated correctly.

For example, this problem occurs if the following conditions are true:

  • You are a member of the Administrators group on a Windows 2000-based domain controller that is also configured as a DNS server.
  • You remove the Administrators group from the "Manage auditing and security log" user right in the Default Domain Controller Policy, and then you add a DNS record to an Active Directory integrated zone.

This hotfix requires Windows 2000 Service Pack 3 (SP3).

When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

WORKAROUND

To work around this problem, make sure that you are assigned the "Manage auditing and security log" user right in Group Policy on the DNS server. By default, members of the Administrators group are assigned the "Manage auditing and security log" user right.

To add a user to the "Manage auditing and security log" user right in Group Policy, follow these steps:

  1. Open the appropriate Group Policy object.
  2. In the console tree, double-click Computer Configuration, double-click Windows Settings, double-click Security Settings, double-click Local Policies, and then click User Rights Assignment.
  3. In the details pane, double-click Manage audit and security log.
  4. Click Add.
  5. InSelect Users or Groups, click the name of the user who you want to add, click Add, and then click OK.
  6. Verify that the name of the user is displayed in the Assigned To list, and then click OK.


STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
