Summary:

If you print with print titles set and the gridlines turned off in Excel 2.1 and earlier versions, the bottom border of the last cell containing a border will not print. This occurs on every page of the document.

Workaround

Delete the print titles and add them manually to each page of the document.

Microsoft has confirmed this to be a problem in Excel versions 2.0, 2.01, and 2.1. This problem was corrected in version 3.0.
