SUMMARY
In Word versions 4.00, 5.00, and 5.50, the centering point of a center tab is to the left of the “C” in the ruler. Therefore, text or numbers inserted at a center tab location are aligned one column to the left of the C on the ruler line.
For example, if there is only one character at the center tab, it displays one character to the left of the C on the ruler; if there are two characters, the second character displays below the C on the ruler. The following is provided as an illustration:

The program defines the center point for the tab to be at the left edge of the C on the ruler. If there is only one character to center, Word displays one character to the left of the C on the ruler because that is the closest it can get to the center point. An even number of characters are correctly centered on the left edge of the C on the ruler.
