SYMPTOMS
In Word for Windows, if you create a table at the beginning of a document and attempt to insert paragraph marks before the table, the paragraph marks are placed in the first cell of the table rather than before the table.
STATUS
Microsoft has confirmed this to be a problem in the versions of Microsoft Word for Windows listed above. This problem was corrected in Word version 6.0 for Windows.

WORKAROUND
Use one of the following procedures to insert paragraph marks before a table at the beginning of a document:
Place the insertion point in the top-left cell of the table and press CTRL+SHIFT+ENTER.
-or-
Position the insertion point in the first row of the table. From the Table menu, choose Split Table. Word inserts a paragraph above the table.
