Services Are Delayed or Do Not Start with the Windows XP Multilingual User Interface Pack Installed

SYMPTOMS

When you log on to a computer that is running the Windows XP Multilingual User Interface Pack, any of the following symptoms may occur:

  • It may take more than five minutes for the logon process to finish.
  • Any service that is running in the local Administrator or System context does not start or is delayed in starting.

The problem occurs on computers that have the Windows XP Multilingual User Interface Pack installed and that use languages in which the name of the Administrator account is translated. The language versions that are affected include:

  • Finnish
  • French
  • Hungarian
  • Portuguese (Brazilian and Portugal)
  • Russian
  • Spanish
  • Swedish

Other language versions, including East Asian languages (Japanese, Korean, Simplified Chinese, and Traditional Chinese), are not affected.

CAUSE

When Userenv.dll loads a name string under the S-1-5-19 or S-1-5-20 user context, Userenv.dll obtains the English string because the user interface language setting is English for those accounts. Later, when the GetUserNameEx function is called, it returns a translated name string when the default user's user interface language is switched to something other than English. Therefore, the name comparison is not successful.

RESOLUTION

The English version of this fix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows XP Service Pack 1.
