SYMPTOMS
The Windows 2000 License Logging Service incorrectly allocates licenses to machine accounts. You can distinguish these accounts by a dollar sign ($) character as the last character of the name. For example, the account name "ServerName$" indicate that it is a machine account.
CAUSE
When the machine account connects to a domain controller's Sysvol share to obtain policy information, or the machine account connects to a server that shares a program package that needs to be installed by the computer, the License Logging service decrements a license for the connection.
RESOLUTION

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
