Installing and configuring a certification authority
You can specify CRL Distribution Points (CDPs) in CAPolicy.inf.
If no URLs are specified (in other words, if the [CRLDistributionPoint] section is empty), the default CRL Distribution point extension will be suppressed.
After you follow the preceding instructions, the Certificate Revocation List (CRL) distribution point in the Root certification authority (CA) certificate is not suppressed.

After you apply this hotfix, you must use the following syntax of the CAPolicy.inf file to suppress the CDP/AIA extensions:
--- BEGIN --- [Version] Signature= "$Windows NT$" [CRLDistributionPoint] URL="" [AuthorityInformationAccess] URL="" --- END ---
Note If the [CRLDistributionPoint] section is empty, a default CDP will be inserted into the certificate.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4. There is no way to suppress the CDPs during the setup of the CA.
MORE INFORMATION
A CRL is a list that is maintained by a CA that records serial numbers of certificates that have been revoked. Windows 2000 enterprise CAs publish CRLs in Active Directory. A stand-alone CA publishes CRLs to Active Directory if it is installed by an enterprise administrator.
