SYMPTOMS
When you apply patches to a Windows Installer based setup program on Windows 2000, the patch application process may fail and you may receive the following error message:
Internal error 2250 - Cannot add a row that already exists
CAUSE
This is due to a bug in the Windows Installer engine.
RESOLUTION
Windows 2000
To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, please see the following article in the Microsoft Knowledge Base:

The English version of this fix should have the following file attributes or later:

Windows NT 4.0
If you have a computer running Windows NT 4.0, use the following location to download the correct hotfix:
http://download.microsoft.com/download/winntsp/Patch/1.11.2405/nt4/en-us/instmsi.exe
Windows 95/98
If you have a computer running Windows 95 or Windows 98 , use the following location to download the correct hotfix:
http://download.microsoft.com/download/win98/Patch/1.11.2405/W9X/EN-US/instmsi.exe
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 2.
