SYMPTOMS
When you start Outlook, you may receive one of the following error messages:

CAUSE
This behavior can occur because the Secur32.dll file is missing or damaged.
RESOLUTION
To resolve this behavior, replace the Secur32.dll file by using the Microsoft Windows System File Checker (SFC) in Windows 98. To do this:
- Click Start, point to Programs, point to Accessories, point to Systems Tools, and then click System Information.
- Click Extract One File From Installation Disk, type Secur32.dll in the Specify the file you would like to restore box, and then click Start.
- Verify that the proper location for the installation source media is specified in the Restore From box, and that the location in the Save File in box specifies the C:\WINDOWS\SYSTEM folder.
- Click OK twice.
When the process is finished, click OK, restart Outlook, and then test the functionality of your e-mail account by sending and receiving messages.
