SYMPTOMS
Queries that contain a TOP N PERCENT argument within a subquery may fail to run. For example, the following query:
SELECT * FROM employee WHERE hire_date > ALL (SELECT TOP 7 PERCENT 1 FROM employee)
returns this error message:
