SYMPTOMS

If you configure your Windows NT 4.0-based computer with 128-bit encryption, set the locale to France, and then respond to an e-mail message that was sent from Microsoft Outlook Express on a computer with 56-bit encryption, the computer may stop responding (hang) even if you have applied the patch that is described in the following Microsoft Knowledge Base article:

NOTE: If you have not installed the patch that is described in article Q263305, you do not need to install it before installing the fix that is described in this article.
