SYMPTOMS
In the Microsoft Visual Studio 6.0 (VS6) Service Pack 4 (SP4) JPN build 8797, the English version of the following files is being used, instead of the Japanese version:

\Jpn\Common\Msdev98\Bin\Eecxx.dll
\Jpn\Common\Msdev98\Bin\Em.dll
\Jpn\Common\Msdev98\Bin\Ide\Devdbg.pkg
\Jpn\Vc98\Bin\Cl.exe
CAUSE
Microsoft has confirmed that this is a problem in Visual Studio 6.0 (VS6) Service Pack 4 (SP4) JPN build 8797.
RESOLUTION
Install the latest service pack for Visual Studio 6.0.
