SYMPTOMS

If you reach the limit for the maximum number of conference participants (this setting is displayed in the Video Conferencing Provider properties), and you increase the amount of available resources for particular meeting, you may receive the following error message:

Resourcename has already been booked. You need to choose another resource.

CAUSE

This issue occurs because when you modify Video50 and use Video5 as the new resource, Outlook saves the meeting request, and then sees that free/busy information for Video5 is set to Busy during the time slot. You are notified that Video5 is busy and that you need to choose another resource. Outlook then sends a "Canceled direct booking" message which is intercepted by the Conference Management Service (CMS). The CMS deletes the original meeting, removes it from the global calendar, and then configures the free/busy information. The resource is then set to Free. If you send the update message the second time, Video5 is considered available, and you can book the resource.
