SYMPTOMS
When you try to log on locally with a non-administrator account, you may receive the following error message:
No events regarding these logon attempts not working may be recorded in the Security Log, although the other networking functions of the server operate normally.
CAUSE
This issue can occur if McAfee Net Shield version 4.0.3a is installed on your computer.
RESOLUTION
To resolve this issue, contact McAfee to inquire about the availability of a fix for this issue.
To work around this issue, uninstall McAfee Net Shield version 4.0.3a. Note that if you do so, you must exercise extreme caution while your anti-virus program is uninstalled.

Local Computer Policy\Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignments\Logon Locally
You can view this with user accounts that are created on the local computer, specific Domain User accounts, and Domain User Groups that have all been added to the Logon Locally Right.
