== SYMPTOMS ==<br />

When you upgrade from Microsoft Windows 95-based or Microsoft Windows 98-based computer to Windows 2000, all user accounts are added to the local Administrators group.<br />

== CAUSE ==<br />
<br />
This behavior occurs because Windows 2000 Setup preserves the full access to local resources that is available to users who log on to a computer running Windows 95 or Windows 98.<br />

== RESOLUTION ==<br />
<br />
To work around this behavior, move any users that you do not want to have local administrator privileges from the local Administrators group to the local Users group:<br />

# Log on to the computer as the local administrator.<br />
