SYMPTOMS
The minimum size for an Outlook message window appears to be a percentage of the desktop area. This poses a problem for 4 or 6 multi-monitor configurations.
RESOLUTION
To resolve this problem, obtain Microsoft Office 2000 Service Release 1/1a (SR-1/SR-1a).

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was corrected in Microsoft Office 2000 SR-1/SR-1a.

The problem is that the Outlook message window minimum size is a percentage of the total window size. So, a minimum message window on a 640x480 display would be a different size than a minimum message window on a 1280x1024 display.
Some users run each computer's video through a 4-port video box, to 4 flat panel displays. Think of this as stretching your one monitor display across 4 flat panels (the left panel has the far left of your display, the right panel has the far right, and so on). When the user opens an Outlook message window and minimizes it, it takes up one entire flat panel display. In some instances Outlook customers use 5 or 6 displays. When they do this, the Outlook message window takes up one entire panel display plus part of another one.
Windows in other programs don't behave this way. They allow the user to set the width as they want.
