SYMPTOMS
When you use Microsoft Windows 2000 Backup to run a restoration procedure for a mounted Exchange 2000 Server database, you receive the following message:
You are about to restore Microsoft Exchange components. The Microsoft Exchange services on the destination server will be stopped.
The restoration process then continues to completion, but the Status reads:
Completed with skipped files.
The following events are written to the Application event log:

However, the backup process did not stop any services or dismount the database as it indicated, and the database was not restored.
CAUSE
When you are restoring databases to an Exchange 2000 server, the backup program should not shut down any Exchange services. If the Exchange information store is shut down during a restore procedure, all Exchange information store databases on the server are dismounted and not just the one that you are restoring.
This behavior differs from earlier versions of Exchange Server. In earlier versions, the corresponding service must be shut down before you restore any databases. You can do this manually, or the backup software can do it.
RESOLUTION
Dismount the databases that you want to restore by using Exchange System Manager before you begin the restore procedure.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
