SYMPTOMS

When you use an Exchange 2000 Outlook Web Access (OWA) client, you may not be able to forward meeting requests or forms to another user. This behavior occurs if you are the meeting organizer or the recipient.

STATUS

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.

MORE INFORMATION

To invite another user to a meeting that you have been invited to, inform the meeting organizer and have them send an update to the meeting.

When you send a meeting update in Exchange 2000 OWA, all attendees receive the update. You cannot send an update to an individual user. If you remove existing users from the To box when you update a meeting, you remove the users from the list of required attendees for the meeting.
