The best way to upgrade to Outlook 98 is to obtain the Outlook 98 CD-ROM. Some stores may have copies of the Microsoft Press books that pertain to Outlook 98, and some of these books include CD-ROMs. The CD-ROMs contain the Outlook 98 software, tutorials, and other helpful information.
