SYMPTOMS
When you use the Sysdiff tool to apply software and settings to Windows 2000-based computers, the /m switch is used either with the /apply or /inf switch to remap the changes found so that they appear as Default User files. However, after you apply the package using either the /apply or /inf switch, the changes do not occur when a new user logs on to the computer.
CAUSE
This issue occurs because changes are not being applied to the Default User profile.
RESOLUTION

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 1.
