SYMPTOMS
The dial-up feature to send Simple Mail Transfer Protocol (SMTP) mail is no longer available in Exchange 2000 Server. In Microsoft Exchange Server version 5.5, the properties of the Internet Mail Service contain a Dial-up tab. This feature enables SMTP mail to be sent and received by using a dial-up connection. If you upgrade an Exchange Server 5.5 computer to Exchange 2000, the SMTP Connector replaces the Internet Mail Service, and the server no longer has the Internet Mail Service dial-up functionality.
WORKAROUND
To work around this problem, use Microsoft Windows 2000 Server Routing and Remote Access Service (RRAS). You must install and configure this service properly on the server before you can implement this workaround.

This behavior is by design.
