When you are administering Internet Explorer 5 Administration Kit for Korean or Traditional Chinese (Taiwan), Unicode Translation Format-8 (UTF-8) encoding for Uniform Resource Locators (URLs) is on by default in the Profile Manager.

To work around this behavior, disable UTF-8 encoding for URLs in the Profile Manager.

This behavior is by design.
