STATUS

This behavior is by design.

MORE INFORMATION

The Explorer Bar is available in Internet Explorer 4.0 but does not have as many menu options as the Explorer Bar in Internet Explorer 5. Compatibility mode is designed to allow you to preview pages in both versions of the browser. In this mode, the Explorer Bar menu commands for Internet Explorer 5 appear in Internet Explorer 4.0, but they may not work.
