SYMPTOMS
The Microsoft Message Queuing Triggers distribution installs on a server cluster node without any error messages; however, when you attempt to start the Message Queuing Triggers on the cluster, an error message similar to the following may appear in the Application event log:
CAUSE
The Message Queuing Triggers package is not cluster aware and does not work properly on a cluster. The following excerpt is taken from the Message Queuing Triggers installation documentation:
MSMQ Triggers cannot be installed on Windows 95, on Windows 98, on dependent client computers, or on server cluster nodes.
RESOLUTION
Do no install the Message Queuing Triggers package on a cluster.
STATUS
This behavior is by design.

- Install the Message Queuing Triggers package on a node of a cluster.
- Attempt to start the Triggers Service.
