SYMPTOMS
If you start Outlook after updating your operating system to Microsoft Windows 2000, the Windows Installer starts and appears to run for a long time, or you cannot send Faxes from Outlook.
CAUSE
The Windows Installer runs for a long time to update the files and settings that Outlook needs for Windows 2000. Some of these settings are for your Fax modem.
RESOLUTION
To resolve this problem, obtain Microsoft Office 2000 Service Release 1/1a (SR-1/SR-1a).

Microsoft Office 2000 SR-1 handles this transition so that the installer does not run as long. Once the Windows Installer completes its work, Outlook starts as expected.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was corrected in Microsoft Office 2000 SR-1/SR-1a.
