SYMPTOMS
After you configure a portable computer running Microsoft Windows Millennium Edition to prompt for a password when it returns from standby mode, you may notice that if you type the wrong password multiple times, the computer takes an increasing amount of time to refresh the password dialog box.
Given enough attempts, you may notice that it takes twice as long as it did on the previous attempt for the password dialog box to be displayed again. The refresh delay continues to increase with each incorrect password, regardless of whether you log on successfully between failed attempts.
This behavior also occurs on some laptops running Microsoft Windows 98 Second Edition. Laptops that do not have the standby mode feature do not display this problem.
WORKAROUND
To resolve this behavior, restart the computer to reset the time delay. If you enter the correct password, access is granted without the time delay.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

Steps to Reproduce the Behavior
1) Click Start, point to Settings, and then click Control Panel.
2) Double-click Power Options.
3) Click the Advanced tab, click to select the Prompt for password when the computer goes off standby check box, and then click OK.
4) Click Start, click Shut down, and then click Stand by.
5) Wake up the system.
6) Enter an incorrect password multiple times.
