SUMMARY

Windows 2000 supports only IP address-based tunnels when you are using IP Security (IPSec) tunneling to secure traffic. For example, a filter might indicate that an IPSec tunnel should be created when traffic is being sent from one specific IP subnet to another specific IP subnet.

MORE INFORMATION

If a third-party device that uses protocol-specific or port-specific filters attempts to establish an IPSec tunnel with a Windows 2000-based host, the negotiation of IPSec security associations does not succeed. The third-party device must have filters configured based on IP addresses.
