SYMPTOMS

When you start your non-English language version of Windows 98, the CAPS LOCK key is on if both of the following conditions exist:

  • You have a Universal Serial Bus (USB) keyboard attached to your computer.
  • A language other than English is selected on the Language tab of the Keyboard tool in Control Panel.


CAUSE

This problem occurs if you include the Keyb.com command in your Autoexec.bat file that is executed when you start your computer. The Keyb.com command installs a table that defines the translation of keys to the extended character codes suitable for the selected input locale, and then sets the CAPS LOCK state to On under the conditions listed earlier in this article.

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

To work around this problem, remove the Keyb.com command from your Autoexec.bat file, and then restart your computer.

NOTE: This work around is not recommended if you use any MS-DOS-based programs that need localized keyboard support, because that functionality would not be provided.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
