MSMQ 2.0 as a Server Cluster Resource Does Not Come Online

SYMPTOMS

The Message Queuing (MSMQ) resource does not come online after being created in a Windows 2000 Server Cluster, and generates the following error message in the Application Event Log:

Event ID: 2015
Description:
"Unable to add or remove Crypto checkpoint, error code 0x80090016."

CAUSE

There are problems in the MSMQ code when the service is configured on each node in the Server Cluster to use a private queue or a MSMQ 1.0 PEC with high encryption installed on the server cluster node.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
