Logging on to an SBS 4.0 Domain Causes Error for Non-Administrators

SYMPTOMS

When you use a nonadministrative user account to log on to a Microsoft BackOffice Small Business Server version 4.0 domain from a computer running Microsoft Windows 2000 Professional, you receive an error message stating that users with nonadministrative accounts cannot install programs.

CAUSE

This issue occurs because Small Business Server 4.0 requires that you log on to your local computer through an account in the local Administrators group. The Startcli.exe file, which generates this message, is part of the logon batch file for every user.

STATUS

This behavior is by design.
