SYMPTOMS

When you attempt to run the Internet Connection Wizard on a non-networked computer, you can receive the following error message:

You are restricted from running the Internet Connection Wizard. Contact your Network Administrator for more information.

This error message is displayed even if you are logged on using the local Administrator account. Also, when you use Microsoft Internet Explorer 5 for Windows 98, the Setup button at the top of the Connections tab in Internet Options may be disabled.

CAUSE

This behavior can occur if your installation of Microsoft Internet Explorer is modified using the Microsoft Internet Explorer Administration Kit (IEAK) to disable the Internet Connection Wizard functionality.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To remove the restrictions, use Registry Editor to delete the Connwiz Admin Lock entry in the following registry key:

HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel

MORE INFORMATION

This policy is commonly used by Internet service providers (ISPs) that provide customized versions of Internet Explorer and do not use the Internet Connection Wizard as part of their new user configuration process.
