SYMPTOMS
When you open an unsent e-mail item attachment, the Send button is not available.
RESOLUTION
With the attached e-mail item opened, press CTRL+F. This will allow you to forward the previously unsent message.
MORE INFORMATION
Saving an e-mail message in the Drafts folder to send at a later time is a common practice. If you send the message in the Drafts folder as an attachment in another e-mail message, the recipient will not see the Send button as being available on the unsent message.
