SYMPTOMS
If you attempt to send a fax message from Outlook running on Microsoft Windows NT Workstation, you may receive the following series of error messages:
When you click Yes, the Windows Installer starts and then you receive the following error message:
When you click OK you receive the following error message:
When you click OK you are returned to Outlook without the fax being sent.
CAUSE
You are attempting to install on demand the Symantec Fax Starter Edition and you are not logged on to Windows NT as an administrator, so this behavior by design.
RESOLUTION
Quit Outlook and restart Windows NT. Log on to Windows NT with an account that belongs to the workstation's administrator group and then attempt to fax in Outlook. With administrator permissions you will be allowed to install Symantec Fax Starter Edition the first time you attempt to fax.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

Outlook Setup allows you to designate some items to be installed upon first use. When you first attempt to fax, and Symantec Fax Starter Edition has been set up to install upon first use, Outlook attempts to install the fax service. Since you are using Windows NT you need administrator permissions to install software.
