SYMPTOMS
The following dialing rule changes were implemented in Windows NT 4.0 Service Pack 4:
- Madagascar: International Calling Prefix changed from "16" to "00"
- Namibia: International Calling Prefix changed from "09" to "00"
- Spain: International Calling Prefix changed from "07" to "00"
- Chile: "0" Prefix dropped for long-distance calls
RESOLUTION
