SYMPTOMS
During the period between the Windows NT start up and the SNMP trap service starting, there are no SNMP events being sent out to the SNMP receiver.
CAUSE
The Event to Trap Translator, SNMPELEA, was not coded to perform that task.
STATUS
Microsoft has confirmed this to be a problem in Systems Management Server version 1.2. This problem has been corrected in the latest U.S. service pack for Systems Management Server version 1.2. For information on obtaining the service pack, query on the following word in the Microsoft Knowledge Base (without the spaces):

To work around this problem, obtain the following fix by contacting Microsoft Technical Support or wait for the next Systems Management Server service pack.
