SYMPTOMS
When you browse the home page of a Web that contains several top-level pages and on which you inserted a navigation bar, you do not see any links to other top-level pages. When you browse one of the other top-level pages, these pages will contain a link to the home page, but they will not contain links to the other top-level pages.
CAUSE
This behavior occurs when you select the Same Level option rather than the Top Level option in the Navigation Bar Properties dialog box. (On the Insert menu, click Navigation Bar.) The Same Level option does not apply to top- level pages.
RESOLUTION
To set links to the top-level pages, follow these steps:
- In FrontPage Editor, click Navigation Bar on the Insert menu.
- Under Hyperlinks To Include, click Top Level.
- Click OK.
- Save the Page.
When you click Preview In Browser on the File menu, links to all the top- level pages appear in the navigation bar.

To determine whether or not you can use the Same Level option in the Navigation Bar Properties dialog box, check to see if a line separates the top level pages from the top-level pages.
